Carlos Hilarión, civil engineer, member of the Quebec Order of Engineers since 2013, specialist in the area of project management for more than 20 years, certified PMP and MBA, Founding member of different cooperatives, currently working with the government Provincial in the Ministry of Transport of Quebec in the monitoring of major road projects, founder of the professional association of Latin engineers Canada APILC, Carlos Hilarión, is recognized for organizing a wide range of successful technical and social events. He took advantage of his deep interest in the integration of professionals in the engineering area by creating several initiatives. In particular, since 2013, together with his wife Rubiela Mogollón, an international trader and specialist in management systems and general director of APILC, they have led the association of professional Latin engineers, Canada APILC, where talks and discussion panels on technical and integration issues are prepared. professional, which brings together industry experts, academics and policy makers.

As a certified engineer in Canada, Carlos Hilarión and Rubiela Mogollón, with their extensive experience in the area of management with an international vision, have promoted the profession among students and professionals in events such as fairs, presentations, among others, to help inspire the next generation of engineers. The main objective is for professionals to have the information and tools necessary to plan and develop their professional project internationally, both from their countries of origin and those already based in Canada.

Among other important achievements, Carlos Hilarión participated in the process of recognition of the professional experience acquired outside of Canada with the Quebec civil service.
